PURPOSE: A network camera and a network digital video recorder to which a dual moving picture compression method is applied to is provided to reduce capacity of a real-time moving picture display with high picture quality and a hard disk. CONSTITUTION: A system consisting of a network camera and a network digital video recorder(170) includes the first moving picture encoder(120), which is exclusively used for a real-time moving picture display, and the second moving picture encoder(130), which is exclusively used for recording. The moving picture encoders independently compress a single input image and transmit the compressed image to the network digital video recorder.
