PROBLEM TO BE SOLVED: To improve a safety property so as to catch no fire to flammable refrigerant leaked into a semi-airtight space in a storage chamber of commodities such as an automatic vending machine or the like. SOLUTION: When an electric motor 4 for ventilating a chamber stops due to an electrical trouble of the automatic vending machine while feeding electricity to a warming means 7, surface temperature of the warming means 7 increases since ventilation to the warming means 7 is stopped, and the flammable refrigerant leaks into the storage chamber 1 from a cooling device 3. Even though the storage chamber 1 is reached to a combustible density of the flammable refrigerant, an electric power density of the warming means 7 is limited to 1 W/cm<SP>2</SP>or less, and operation of the automatic vending machine is carried out in safety without igniting the flammable refrigerant since the surface temperature of the warming means 7 does not increase to an ignition temperature of the flammable refrigerant.
