PROBLEM TO BE SOLVED: To obtain a cleaning roller that has the excellent ability to clear the toner remaining on the image carrier of an image forming apparatus, greatly reduces the damage to the image carrier, and therefore has both high cleaning capability and durability. SOLUTION: In the cleaning roller, which has a cylindrical elastic porous layer 14 and a core material serving as its rotational shaft, a short fiber body 18 obtained by flocking many short fibers 16 each tip of which is rounded is formed on the peripheral surface of the elastic porous layer 14.
