PROBLEM TO BE SOLVED: To control packet retransmission while correcting a timeout period for every connection in accordance with an actual packet communication state. SOLUTION: A retransmission control part 100 stores a loss predictive time for every connection in a loss predictive time holding part 102. A packet state registering part 103 registers packet state information with an elapsed time made zero in a packet state holding part 101 every time a transmitting part 200 transmits a packet. an elapsed time monitoring part 104 updates an elapsed time of the packet state information stored in the holding part 101 in accordance with the elapse of time, detects a packet that exceeds the loss predictive time stored in the holding part 102 and requests the transmitting part 200 to retransmit the packet through a retransmission instructing part 107. A loss predictive time correcting part 105 corrects the loss predictive time for connection stored in the holding part 102 on the basis of elapsed time information when a receiving part 300 receives an acknowledge reply packet and information for specifying the connection.
