A basic heterogeneous catalyst (I) comprises a nitrogen containing polymer (II) having an average mol. wt. Mn of at least 250, that contains at least 5 primary and/or secondary amine groups, capable of reaction with alkylene oxides, such that at least 30% of the prim. and sec. nitrogen atoms are reacted with 2-4C alkylene oxides and at least 2% of the protons in the resulting hydroxyl groups are exchanged with metal cations. An independent claim is included for a process for the production of the catalyst (I) by alkoxylation of the polymer (II) with subsequent reaction with metal cation salts.
