PROBLEM TO BE SOLVED: To obtain a PDE (phosphodiesterase) 4 inhibitor containing as an active ingredient a 6-phenyl-1,3,4,6,11,11a-hexahydro-2H-pyrazino[1,2-b]isoquinoline compound or a pharmacologically acceptable salt thereof. SOLUTION: This PDE4 inhibitor contains as the active ingredient a compound represented by formula [I] (wherein R<SP>1</SP>and R<SP>2</SP>, which may be the same or different from each other, are each hydroxy group or a lower alkoxyl group) or a pharmacologically acceptable salt thereof.
