PROBLEM TO BE SOLVED: To provide an engine controller for construction machinery capable of quantitatively grasping a fuel saving effect brought by the automatic stop of an engine, and to provide a management system. SOLUTION: This construction machinery is provided with the engine 10, a hydraulic pump 5 for driving the engine 10 as a power source, a hydraulic actuator 6 operating by pressure oil discharged from the hydraulic pump 5, a work condition determining part 7 for determining a work condition and a non-work condition of the construction machinery, and an engine control part 8 for stopping the engine 10 when the work condition determining part 7 determines that the construction machinery is in the non-work condition.
