<P>PROBLEM TO BE SOLVED: To suppress a DC overvoltage on the occurrence of short circuit of a load while ensuring the output voltage response performance for an ordinary variation of the load. <P>SOLUTION: A DC voltage output value or a chopper phase reference value is stored on the occurrence of short circuit of a load.
