PROBLEM TO BE SOLVED: To provide a ruled line extracting apparatus capable of extracting a ruled line from a multi-level image based on a hue. SOLUTION: A ruled line extracting apparatus 10 is provided with a run extracting means 14 for extracting the group of a plurality of pixels adjacent to each other in a predetermined direction whose colors are almost the same as a run from an image and an existing position examining means 19 and a ruled line candidate updating means 21 for extracting a ruled line from the image based on the run extracted from the image by the run extracting means 14, and present at a predetermined position in the image.
