<p><P>PROBLEM TO BE SOLVED: To solve the problem that it is necessary not only to immediately view monitoring video on a mobile terminal when an abnormality is detected, but also to use video of higher definition to confirm the situation in post-processing after the abnormality is confirmed. <P>SOLUTION: A moving image conversion apparatus has a means 110 for converting first moving image encoding data separated from a video input into second moving image encoding data of a format suited for viewing on the mobile terminal and a means 105 for storing the first moving image encoding data or sub moving image encoding data resulting from thinning the first moving image encoding data.
