PROBLEM TO BE SOLVED: To form highly precise shearing blank whose chamfering is performed in both the sides and whose sheared face is beautiful by previously forming and also curing a chamfering groove on the outer circumference of the shearing portion of a raw material, and by shearing its chamfering groove portion with a shearing device in a subsequent process. SOLUTION: While a plurality of rolling rolls 19, 20, and 21 are disposed radially around a pipe A and the rolling roll 19 among these rolling rolls has a protruding portion 19a for rolling a groove A1 for chamfering of a pointed angle by being pushed into the pipe A, the device is provided with a motor 15 for rolling roll revolution for revolving these rolling roll 19, 20, and 21, centering on the pipe A, and a groove cutting mechanism comprising a sliding body 22 for previously rolling a groove A1 for chamfering of an optional depth on the outer circumference in the shearing portion of the pipe A, a reduced pawl body 30, a rotating support 28, a pusher 29, and a cylinder 32 by making the rolling roll 19 for cutting the groove having the protruding portion 19a perform an advancing and retreating movement radially inwardly when revolved.
