<P>PROBLEM TO BE SOLVED: To provide a piezoelectric ceramic composition which is lead-free, has high piezoelectric characteristics and high dielectric characteristics, and is excellent in, especially, at least one of a piezoelectric constant d<SB>31</SB>, an electromechanical coupling coefficient Kp, and a relative permittivity, to provide its production method, and to provide a piezoelectric element and a dielectric element using the piezoelectric ceramic composition. <P>SOLUTION: The piezoelectric ceramic composition mainly consists of a compound represented by the formula: äLi<SB>x</SB>(K<SB>1-y</SB>Na<SB>y</SB>)<SB>1-x</SB>}(Nb<SB>1-z-w</SB>Ta<SB>z</SB>Sb<SB>w</SB>)O<SB>3</SB>(wherein x, y, z, and w are in the ranges: 0≤x≤0.2, 0≤y≤1, 0<z≤0.4, and 0<w≤0.2, respectively). This composition contains as an additive element at least one metallic element selected from among Mg, Ca, Sr, and Ba.
