PROBLEM TO BE SOLVED: To achieve switch operation by a passenger side passenger while a vehicle is driving by identifying operation by a driver and that by the passenger side passenger in a touch switch without providing any exclusive sensors. SOLUTION: The touch sensor is composed by using a capacitance formation film 30 for forming capacitance with operator's hands when the operator's hands approach a display screen 5a and when an operator touches the display screen 5a. As a result, based on a position where the capacitance is formed, the approach position and indication position of the operator's hand can be detected. Then, when the operator instructs the operation items of the touch switch 3, it is determined whether the operator's hands are extended from the passenger side to the display screen, based on the approach position detected by the touch sensor. When the operator's hands are extended from the passenger side, the prohibition of operation to specific operation items in the touch switch 3 is canceled even while the vehicle is driving.
