<p><P>PROBLEM TO BE SOLVED: To provide a method for transmitting an image which determines the presence of an input video signal from a camera by software for an image transmitting device which uses a Motion-JPEG image compression method but cannot mount a dedicated circuit to determine the presence of an input video because of restrictions by product specifications, a circuit configuration, manufacturing costs, etc. <P>SOLUTION: The image transmitting device has an image compression circuit and a transmitting circuit, and transmits an image. The image compression circuit inputs a video signal and outputs the input video signal after image compression, and the transmitting circuit transmits the compressed image by converting it into transmitting data.
