PROBLEM TO BE SOLVED: To enable information on the communication quality of a radio communication network to be displayed on digital AV equipment (e.g. a digital TV receiver). SOLUTION: A radio communication part 1 detects the communication quality parameter of a radio communication network 2. A radio communication quality level determining part 3 determines a communication quality level (a high, a medium or a low quality) by comparing processing between communication quality data D1 and determining reference table data D4. A selection switch 8 selects MPEG data for communication quality notification D8 which are pre-compressed and coded by an MPEG method possible to be decoded by a digital TV receiver 12, and also represents the communication quality corresponding to the determined level based on communication quality level data D3, and a communicating part 9 transmits the selected MPEG data D8 to the TV receiver 12.
