PROBLEM TO BE SOLVED: To provide an aqueous resin emulsion composition that can form membranes having excellent water resistance and adhesion and shows excellent storage stability. SOLUTION: This emulsion composition is composed of (A) a covered type of fine particles that are prepared by covering (AO) the surfaces of fine particles including a polymer bearing 3 or more of intramolecular functional groups with (B) a polymer in the form of a polyvalent metal salt or in the form of a polyvalent metal alkoxide and/or a surfactant in the form of a polyvalent metal salt or a polyvalent metal alkoxide and of (C) a cross-linking agent.
