PROBLEM TO BE SOLVED: To provide a signal processing apparatus and an endoscope apparatus capable of normally displaying a video image with a simple configuration without causing out-of-synchronism and display of an unnecessary junk component even at application of power. SOLUTION: A CCD solid-state imaging device 12 is provided to a tip of an insert part 11 of a scope 10. A processor 20 generates a video signal on the basis of an output from the CCD solid-state imaging device 12. A CPU 22 acts like a video signal output control means for controlling the presence/absence of an output of a video signal to be outputted to a monitor 50 for displaying a video image corresponding to the video signal at application of power synchronously with a prescribed synchronizing signal. Further, the CPU 22 acts like a synchronizing signal output control means for controlling the presence/absence of an output of the synchronizing signal to be outputted to the monitor 50 at application of power. An SSG 25 acts like an output timing adjustment means for adjusting the start timing of the output of the synchronizing signal subjected to output control by the synchronizing signal output control means.
