PROBLEM TO BE SOLVED: To solve the problem that water pollution is caused in a water area for public use, for example, because influent floating foreign substances flow out to the water area for public use without flowing into an intercepting sewer in rainy weather, in a diversion manhole of a conventional combined sewer system. SOLUTION: In this vortex flow type water surface control device for a drainage system, an upright control board, whose height is made greater than at least that of a diversion weir inserted in the state of being interposed between an inflow pipe and a discharge pipe, is installed between the inflow pipe and the intercepting sewer in a sewage rainwater discharge chamber of the combined sewer system.
