<p><P>PROBLEM TO BE SOLVED: To provide an onboard smart plate 10 which relays communication between an onboard device 30 and a device 50 on a road. <P>SOLUTION: In the onboard smart plate 10 for transmitting information on the number plate of a vehicle to the device 50 on the road, an onboard communication module 16 communicates with the onboard device 30 through a wired connection, and relays the communication between the onboard device 30 and the device 50 on the road.
