PROBLEM TO BE SOLVED: To provide a method of judging radar environment by which the malfunction of radar equipment caused by erroneous detection or environmental changes can be prevented, and to provide a method of judging object and a radar environment judging system. SOLUTION: A fluctuation monitoring section 302 monitors a long-term fluctuation which is the fixed-value or larger fluctuation of the level of regressive reflection over a long term, a short-term fluctuation which is the fixed-value or larger fluctuation of the level of regressive reflection in a short term, and correlation fluctuation which corresponds to the fluctuation of the correlation between the levels of regressive reflection and direct reflection. An overall judging section 404 judges whether or not a change occurs in the environment based on the monitored results of the fluctuations, and an alarming section 303 alarms based on the judged result of the judging section 404.
