PROBLEM TO BE SOLVED: To provide a water in oil-type emulsion cosmetic having excellent masking effect (color compensation effect) on the dark rings around the eyes and excellent spreadability and application feeling. SOLUTION: The water in oil-type emulsion cosmetic contains light-interference powder (A) having a lightness L* of≥100 of the L*C*h* color specification system measured by adding the powder in an amount of 4 wt.% to a mixture of a clear lacquer and ethyl acetate (2:1 weight ratio), applying the mixture to a black PET film to a thickness of 50μm and measuring the color at a tilt angle of 3.5°, an incident angle of 45°and a light receiving angle of -40°and a hue angle h of 55-75°and titanium oxide (B) at an A/B weight ratio of 0.5-5.
