A variable focus lens comprises an electrical insulating layer (2) formed on at least a part of a support and some means of forming on the insulating layer a hydrophobic surface (1a) and a drop (1) of an electrical insulating liquid disposed on the hydrophobic surface. The support is made up of a quartz substrate (4) coated with an electrical conducting layer or by a silicon or gallium arsenide substrate. The insulating layer may be coated with a hydrophobic layer, preferably of carbo-fluoride or amorphous carbon composites, in a manner to form the hydrophobic surface.
