PROBLEM TO BE SOLVED: To provide a height adjusting metal fitting and a height adjusting device for preventing downward dislocation and an inclination of a bolt caused when laying a concrete secondary product at a job site and miniaturizing a cotter, and a laying method for the concrete secondary product using this height adjusting device. SOLUTION: This height adjusting device is composed of (a) a bolt carved with a male screw part over the substantially total length between a head part and a tip part on the opposite side of the head part, (b) the cotter with an inner screw having a female screw part threadedly engaging with the male part of the bolt and (c) a universal adjusting metal fitting with an inner screw having a female screw part threadedly engaging with the male screw part of the bolt. The cotter is composed of at least two-stage substantially circular pedestal parts mutually different in a diameter, and the pedestal parts are arranged so that the diameter successively becomes small.
