PROBLEM TO BE SOLVED: To provide a method for high-efficiently manufacturing a high quality steel rail by approaching rightsizing of a heating condition of billet, preventing cracks or fractures of billet during rolling, and restraining decarburization of an outer surface portion of the billet in the re-heating process for hot-rolling the billet of rail steel having high carbon. SOLUTION: The method for manufacturing a high carbon steel rail is characterized in that in the reheating process for hot-rolling the billet of the rail steel having, by weight %, C:0.80-1.40%, the maximum heating temperature (Tmax;°C) of the billet is Tmax≤CT against the value (CT) shown in the following formula composed of carbon content of the steel and the holding time (Mmax;min) for which the billet is heated to 1100°C or more is Mmax≤CM against the value (CM) shown in the following formula composed of carbon content of the steel, wherein, each formula is shown as CT=1500-140([mass%C])-80([mass%C])<SP>2</SP>and CM=600-120([mass%C])-60([mass%C])<SP>2</SP>.
