PROBLEM TO BE SOLVED: To provide a withstand voltage tester capable of accurately determining the quality of the voltage withstandability of an apparatus to be tested and to constitute the withstand voltage tester at low costs. SOLUTION: The withstand voltage tester is provided with a power supply part 11 capable of outputting a voltage for withstand voltage test between probes P1 and P2 for voltage impression, which are connected to test terminals E1 and E2 of the apparatus to be tested Mo. With the voltage for withstand voltage test outputted from the power supply part 11, the voltage withstand tester is capable of executing withstand voltage test. The withstand voltage tester is provided with both a second current detection part 15 for detecting a current passing between the probes P3 and P4 for wire breakage inspection connected to the test terminals E1 and E2 and a control part 17 for determining that the breakage of wires has occurred in at least either one of the probes P1 and P2 for voltage impression when no current is detected by the second current detection part 15 with each of the probes P1-P4 connected to the test terminals E1 and E2 and the voltage for withstand voltage test outputted to the probes P1 and P2 for voltage impression.
