PROBLEM TO BE SOLVED: To provide an electrostatic coating apparatus and an electrostatic coating method which realize prevention of a trouble due to air bubbles in coating liquid such as matting liquid even when the amount of the supplied coating liquid drastically increases. SOLUTION: The electrostatic coating apparatus 10 is provided with an atomizer 12 for atomizing the coating liquid and, at the same time, charging the atomized liquid, a tank 14 for storing the coating liquid to be supplied to the atomizer 12, liquid supply piping 16 for feeding the coating liquid in the tank 14 to the atomizer 12, a pump 18 for pressure-feeding the coating liquid in the tank 14 to the inside of the supply piping 16 and a film deaerator 20 for deaerating the coating liquid supplied to the atomizer 12. Dissolved gas in the coating liquid is removed by the film deaerator 20, thereafter, the coating liquid is supplied to the atomizer 12 and, therefore, the air bubbles are not produced in the atomizer 12.
