PROBLEM TO BE SOLVED: To provide a rheology modifier which is excellent in low temperature stability and which, in manufacturing a slurry or an aqueous solution, imparts a sufficient viscosity with a short-time kneading. SOLUTION: The rheology modifier comprises a quaternary salt type cationic surfactant having a specific hydrocarbon group, one or more selected from anionic aromatic compounds and inorganic bromides, and an alcohol having a solubility parameterδin the range of 19-29 (MPa)<SP>0.5</SP>.
