PROBLEM TO BE SOLVED: To solve the problem wherein a sender needs to contact with a re-sender, each time the sender changes the grouping. SOLUTION: A sender divides two or more channels contained in one MPEG-2TS into two or more groups, executes the statistical multiplexing in each group to lower the transmission rate of each group below a specified value, writes describers showing grouping information such as service IDs and transmission rates of the groups contained in the MPEG-2TS into the TS, and sends them out. A re-sender separates necessary packets only from the TS based on the grouping information contained in the received MPET-2TS, generates a new retransmitting MPEG-2TS based on the separated packets, and sends it to a CATV transmission network.
