PROBLEM TO BE SOLVED: To provide a manufacturing method and a device for an inner-liner which is useful for a tire forming process without using a bladder and partially vulcanized. SOLUTION: For vulcanizing the tire inner-liner in the depth direction, a non-vulcanized rubber layer 11 is formed, and then the first surface is heated in pressurizing the rubber layer 11, thereby the rubber layer 11 on the first surface is vulcanized more sufficiently than on the surface of its opposite side. The applied pressure is released after cooling the rubber layer 11. The device used for this purpose comprises a drum 12, a heat exchange chamber on the inner surface of the drum 12, a housing 14 surrounding the drum 12, a space between the outer surface 20 of the drum 14 and the housing 14, a seal which locates at both ends of the inner side of the housing 14 and extends by being expanded and can be expanded so as to surround the space, a inlet for feeding and pressurizing a gas into the space, and a heating source and a coolant source which communicate with the heat exchange chamber.
