PROBLEM TO BE SOLVED: To provide a cement dispersant which exhibits excellent reduction effect of the high viscosity of a concrete paste while satisfying water reducing property in a low water-binding material ratio area, slump flow retentivity and early strength developing property; and to provide a concrete composition containing the dispersant. SOLUTION: The cement dispersant for super high performance concrete is a water-soluble amphoteric copolymer obtained by copolymerizing (A) a polyamide polyamine alkylene oxide adduct having an unsaturated group, (B) (meth)acrylic acid or its salt, (C) an ester of a short chain polyalkylene glycol and (meth)acrylic acid, and (D) an ester of a long chain polyalkylene glycol and (meth)acrylic acid in a ratio of (A):(B):(C):(D) of (5-25):(5-30):(5-40):(20-80) (wt.%), with the proviso that total wt.% of each component is 100 wt.%.
