PURPOSE: A variable pad and a rail height adjustment method are provided to reduce the number of workers, to improve work efficiency, to prevent waste of resin, and to prevent contamination caused by outflow of a resin liquid. CONSTITUTION: A variable pad(38) is mounted to the lower side of a rail. The thickness of the variable is adjusted by the injected amount of a resin liquid. The variable pad supports rail load by hardening the resin liquid. The variable pad has a bag body(38a) made of resin; a resin injecting port(58) guiding the resin liquid to the bag body; an air vent(60) installed to the bag body; and a closed stopper(60a) of a filter type. In the closed stopper, a loss of pressure charged in the air vent is smaller than air and is larger than the resin liquid.
