An image conversion device for contracting image data with an arbitrary reduction ratio by removing an unnecessary high-frequency component according to the reduction ratio, thereby preventing image deterioration after the contraction. In this device, a threshold value of a high-frequency component which becomes unnecessary by the image data contraction processing is calculated according to the ratio of the image size before contraction with respect to the image size after the contraction (210), a high-frequency component of the image data is removed by using the calculated threshold value (202), and the data from which the high-frequency component has been removed is subjected to a contraction processing (204).
