PROBLEM TO BE SOLVED: To solve problems in which when a fundamental frequency pattern is generated, variation in fundamental frequency in a mora can not precisely be determined and a rhythm represented by an accent becomes unnatural owing to distortion generation on a real-time axis. SOLUTION: A fundamental frequency pattern is set from an accent phrase position fundamental frequency database 450 which stores fundamental frequency patterns of vowel parts by morae classified by factors, such as whether each of 1st to 3rd accent phrases is at the end of a sentence, the number of the moras of the accent phrases, accent types, and phoneme strings, and standardized with time lengths of the vowel parts of the respective morae. When a corresponding fundamental frequency pattern is not present in the database 450, a fundamental frequency pattern generation part 60 generates a fundamental frequency pattern by performing interpolation between reference points of the fundamental frequency pattern.
