PROBLEM TO BE SOLVED: To provide a floating and sinking type pollution diffusion preventing apparatus easy to handle and capable of draining as well as floating and sinking a plurality of float parts by supplying and exhausting air from one part. SOLUTION: A main pipe 4 for supplying and exhausting air is laid on the water bottom Wb while passing near the respective sunk places of the plurality of float parts 7. Distribution pipes 6 corresponding to the respective float parts 7 are branched from the main pipe 4 and connected to the respective float parts 7. A cut-off valve 8 is interposed at each distribution pipe 6.
