PROBLEM TO BE SOLVED: To provide a hydraulic control device capable of holding an actuator in a stop state while preventing the shock in operating the actuator. SOLUTION: This hydraulic control device comprises a variable delivery pump controlling a flow rate to achieve pump delivery pressure by adding specific pressure to load pressure of the actuator, a selector valve for supplying the oil to the actuator while controlling the flow rate from the variable delivery pump, a pressure compensation valve 23 mounted between the selector valve and the actuator, and a check valve 25 mounted between the pressure compensation valve 23 and the actuator, and a communication passage 21 formed between the pressure compensation valve 23 and the check valve 25 is communicated to a tank through a throttle passage 28.
