PURPOSE: A security reading device for reading data transmitted through a public network and a security reading method of data using security reading device is provided to obtain a substantial secret ciphering key through a decoding process according to hidden ID information of a terminal, thereby reading data transmitted through a public network with a more improved security function. CONSTITUTION: A hidden secret key storage(430) stores a hidden secret key. The first decoding portion(450) decodes a ciphering key from a module secret key where the ciphering key is encoded, by the hidden secret key. The second decoding portion(480) decodes data from encoding data where data received through a public network is encoded, by using the ciphering key. A module secret key storage(410) stores the module secret key, and outputs the stored module secret key to the first decoding portion(450). A ciphering key storage(470) stores the ciphering key, and outputs the ciphering key to the second decoding portion(480).
