PROBLEM TO BE SOLVED: To provide an electrodeless discharge lamp lighting device and an illuminating apparatus with a start-up property improved and with no excessive stress applied to electronic components composing the lighting device at the time of low-temperature or a dark-place start of the discharge lamp. SOLUTION: The lighting device includes a frequency control circuit CN for controlling operating frequencies of 1st and 2nd switching devices Q1, Q2; and a frequency switching means CNf for switching a 1st operating frequency to a 2nd operating frequency lower than the 1st operating frequency at a start of an electrodeless discharge lamp 1a, and controls to switch between the 1 st and 2nd operating frequencies more than two times by the switching means CNf within the starting period of the discharge lamp 1a.
