<p><P>PROBLEM TO BE SOLVED: To provide an gapless arrester which will not damage peripheral devices, even when a zinc oxide element is broken and can always have a stable lightning protection function just as with conventional ones. <P>SOLUTION: After the zinc oxide element 1, having a center hole 2, is fixed tightly between electrode plates 6, 6 by a central insulating bar 3, its periphery is covered with a heat-shrinkable tube 7 of ethylene propylene rubber or the like. To both ends of the zinc oxide elements 1, 1, a terminal plate 11 and a mounting plate 8 to a box are integrally fixed.
