PROBLEM TO BE SOLVED: To solve a problem that an image surface is stained by the scattering toner.

SOLUTION: The apparatus is provided with a carrying substrate 1 equipped with a plurality of electrodes 102 for generating a progressive wave electric field, applies potential for forming an electric field so that the toner T goes toward a photoreceptor drum 10 with reference to the latent image part on the drum 10, and also, for forming an electric filed so that the toner T goes toward the side opposite to the drum 10 with reference to a non-image part in the developing area 12 of the carrying substrate 1, and applies potential for forming an electric field so that the toner T goes toward the side opposite to the photoreceptor drum 10 with reference to either of the latent image part and the non-image part in the recovery area 13.
