PROBLEM TO BE SOLVED: To provide an water-based resin cement composition which easily uniformly disperses in mixing operation, has an appropriate usable time, can be executed without applying a primer, is easily treated with a trowel, becomes tack-free in a short period of time after being executed, and gives an executed surface free from pinholes, swelling, color irregularity, and with which complete opening of the executed surface is quick. SOLUTION: The water-based resin cement composition contains hydraulic cement (a), an active hydrogen compound (b), an isocyanate compound (c), an aliphatic compound (d) and water (e).
