PURPOSE: A device for turning on a headlight and a taillight of a vehicle is provided to enable stable action according to a property change of an illumination sensor by attaching the illumination sensor to the lower boundary surface of a windshield and exactly sensing light refracted on the overall surface of the windshield. CONSTITUTION: A device for turning on a headlight(82) and a taillight(72) of a vehicle comprises an illumination sensor(32) attached to the lower end of a windshield of the vehicle, to sense the peripheral illumination; a control unit(60) automatically turning on the headlight according to the peripheral illumination sensed by the illumination sensor and outputting a PWM(Pulse Width Modulation) signal for controlling the brightness of the headlight within a range of 70 percent from a PWM brightness standard of 100 percent; and a second relay(80) turning on the headlight according to the PWM signal output from the control unit, to execute a daytime headlight function.
