PROBLEM TO BE SOLVED: To provide a stream distributing method and device capable of appropriately changing a distributing rate of a main signal packet in accordance with network quality of each client and its temporal progress, and to provide a stream distribution control program and a recording medium with the program recorded.

SOLUTION: This stream distributing method and device has a retransmission request counter 52 for respectively counting the number of actual occurrences of retransmission request packets per prescribed unit time for each of respective clients 2a and 2b, and a distributing rate reduction processing part 54 for controlling a main signal packet distribution processing part 4 with a distributing rate control signal CTL and reducing the distributing rates of main signal packets PKT-a and PKT-b to the corresponding first and second clients 2a and 2b when the frequency with which the number of occurrences of retransmission request packets counted by the retransmission request counter 52 continuously exceeds the number of occurrences of allowed retransmission requests held in a parameter holding part 51 exceeds the frequency of allowed retransmission requests held in the parameter holding part 51.
