<p><P>PROBLEM TO BE SOLVED: To appropriately and effectively utilize the maximum value of a reference index and a command also for field encoding in frame/field switching encoding in a macro block unit. <P>SOLUTION: In the motion picture encoding method for performing encoding by switching frame encoding to field encoding or vice versa in the block unit within a picture, the frame reference index designating a reference frame and a frame command serving as an offset to the number of a frame to be a reference are assigned to the reference frame (S11), and the number of field reference indexes is determined on the basis of the number of frame reference indexes.
