PROBLEM TO BE SOLVED: To provide a hair-restoration/hair growth promoting agent having excellent safety and high hair-restoration/hair growth promoting effect. SOLUTION: The hair-restoration/hair growth promoting agent contains a hydrolyzed shell membrane as an active component. The hair-restoration/hair growth promoting agent having improved hair-restoration/hair growth promoting effect contains at least one kind of substance selected from bamboo vinegar extract, citrus fruit peel extract, hibiscus extract and aloe extract, preferably all of these extracts in combination with the hydrolyzed shell membrane.
