摘要 <p>An S-RNC (1060) judges necessity of radio link addition and responsible HS-DSCH cell modification in combination with this according to the measurement report message received and decides to start active set update and cell modification process (process 1070). After this, a message indicating that the active set update has been decided is sent immediately to a source base station (source node B) (1050) (signaling 2). The source base station (1050) transmits an activation time negotiation request message (signaling 3) to the S-RNC (1060). The S-RNC (1060) transmits an activation time negotiation response message (signaling 4) to the source base station (1050). Thus, the source base station (1050) can know the activation time, stops capacity allocation for data transmission to a mobile station (1030), and transmits a packet in buffer to the mobile station (1030) by increasing the priority than the other mobile stations.</p>
