PURPOSE: An apparatus and method for generating a video reproduction clock from a 480p signal are provided to generate a clock signal suitable for a varying copy guard signal. CONSTITUTION: An apparatus for generating a video reproduction clock signal from a 480p signal having a vertical synchronous signal, a horizontal synchronous signal and copy guard signals includes a coast signal generator(200) and a clock generator(210). The cost signal generator generates a coast signal having a width varying with the number of the copy guide signals. The clock generator generates a horizontal synchronous signal in synchronization with a previous horizontal synchronous signal while the coast signal exists and generates a phase locked loop clock signal using the generated horizontal synchronous signal.
