PURPOSE: A file transmission management system is provided to automatically assign a buffer size in accordance with a bandwidth of a network while transmitting a file between a transmission server and a user terminal, and to periodically monitor a network state, thereby improving file transmission performance and guaranteeing QoS. CONSTITUTION: A user terminal(100) comprises as follows. A buffer setup portion(110) transmits test packets to a destination, measures the round-trip times of the test packets and time intervals to calculate a buffer size value, and sets the buffer size value to a buffer size for file transmitting, then returns the calculated buffer size value to the destination. A monitoring portion(120) transmits the test packets to the destination while transmitting or receiving a file to or from the destination, measures an average round-trip time of the returned test packets, and checks whether the measured time exceeds a preset reference value. If so, a managing portion(130) requests an outer device to assign QoS.
