PROBLEM TO BE SOLVED: To provide a measuring apparatus which can measure, display and record the length around a measuring part by one hand operation by bringing a measuring belt into close contact with the part. SOLUTION: A spiral spring 40, the measurement belt 30, and a light modulation part 100 with a light transmitting quantity adjusting part 104 formed therein are arranged on a rotating shaft 20 arranged in a housing 10. The belt is drawn out and brought into close contact with the measuring part. The rotating shaft is normally rotated by drawing out the belt. The rotating shaft is reversely rotated by the restoring force of the spring. The belt is automatically drawn in, and the loosening of the belt is lost and the belt is strained. Light is converted into light modulation signal L according to the rotation of the light modulation part during this time. After the signal is converted into a photoelectric conversion signal once, the signal is converted into an electric pulse signal. The generation pattern of the pulse is judged by a positive reverse-rotation judging part of a CPU. A pulse count part responds to the judging result, and an addition count and a subtraction count are performed by the pulse count part.
