<P>PROBLEM TO BE SOLVED: To solve the problem that knowledge or know-how included in a circulating document belongs to only persons included in a preliminarily decided circulating route. <P>SOLUTION: A providing part 400 provides a document file based on the first circulating route. A setting part 300 generates a second circulating route different from a first circulating route according to the instruction of any circulation target person included in the first circulating route. The providing part 400 provides the document file based on the first circulating route and the second circulating route.
