PROBLEM TO BE SOLVED: To solve the problem wherein a cut-off valve will not operate after a prescribed time exists, even if a voltage drop is detected, when a voltage is markedly decreased during determining battery voltage drop due to dispersion in individual batteries or influence due to the utilization environment, when a battery power source part exceeds a specified use capacity, in a gas-blast cut-off valve. SOLUTION: A battery operating time determining part 12 measures the operating time from supply start of the battery power source part 9 by a battery use time measuring part 12. When the utilization term of a battery utilization term setting part 11 is exceeded, a time check signal is output. When based on the time check signal, a battery fall off determining part 13 performs continuous detection of times reduced from N times (normal decision frequency), after the time check signal has been input, battery voltage fall off is determined.
